Upwards or outwards?

In an opinion piece for the Evening Standard, David Lammy, the MP for Tottenham, ponders where London’s new homes should go, upwards or outwards.

He suggests that the government should consider reclassifying parts of the greenbelt that do not live up to their name in order to accommodate much needed development.
