Generation Rent, a group representing private renters, has proposed plans for a “bubble-free” housing market with cheap homes and a fixed-rate sales return.
The policy would allow tens of thousands of first-time buyers to get on the property ladder but in return they would have to forgo profits if the market continued to rise. Generation Rent called on the government to kick-start the initiative by providing £1bn to build 10,000 homes on public-sector land.
